Here you have the basic underdress. From Simplicity Pattern 9454, view A. Made from a pale grey-green woven fabric, probably a cotton blend of sorts. (does not wear like a true synthetic) remember, Elves look good in things that are shapeless and flowy--so if it drags on the ground or looks billowy, this is OK (: (but you don't want to look like a shapeless mass, so some tailoring is probably necessary, unless you look like a movie Elf)

This dark-grey woven fabric is a (mostly) fray resistant synthetic. it's rather thick, and pretty warm. The sleeves are lined with a mock-satin fabric. This robe is from Simplicity pattern 9887, view B. (can be made without hood, resulting in view A). Another pattern to try is Simplicity 5840, but the sleeves are not as Elven looking.

This cloak is also made from Simplicity 9887. I did not make any alterations to the pattern, but in hindsight, i'd probably change the shoulder drape. it is worn here pulled completely over the other layers (as it would be worn for warmth) but i would probably not wear like this most of the time. The closure for this and for the dark grey robe is made with a button on one side and a loop of floss (of some sort) and a tassle on the other. Loop the floss/tassle over the button and "VOILA" instant closure. This button is more decorative, as it's an outergarment. Also check out pattern 9753 for more of a cape than a cloak.

And here i am, in full Elven garb!!! (or at least, the garb i would choose if i were an Elf) It's not precisely what was seen in the movie, but it is vaguely reminiscent. Don't hesitate to mess around with the patterns. I'll probably make some changes to what i have already as time goes on. And the pattern numbers i have given are all for Simplicity, but McCalls, Butterick, and other pattern distributors all will have similar, if not better representations for you to use. so just be creative!
